This might not make a lot of sense to you, but it strikes me as a lot in style with music from Japan. There's so much jazzy video game music that I've heard over the years that sounds much like this, so I'm curious about the origins of this particular style of jazz (as I'm assuming it's at least partially jazz).
That "jazzy video game music" sound you are talking about originated with T-Square (formally The Square) in the early 80's. They've got the cheese factor down to a science, but their influence on video game music (90's especially) is pretty much impossible to ignore. They've got dozens of albums to explore too.
