It is originally for members of the European Broadcasting Union, so that would rule out the US. Then again, Australia are now competing, so who knows?
Stephen Colbert made a good attempt at an American entry on his show last year. Coulda been a winner! |

Not quite true.
Not just anyone can compete. For example, the US would have to be "invited" as a guest participant - they can't just decide themselves and then rock up. It's for members of the EBU - also Australia, conveniently an "associate" member. |
