Joan Osborne never came close to topping her debut album, Relish. Yes, the one with One Of Us, but that song is easily the worst on the album and she didn't even want it on the album. The producer pressured her to put that dumbass song on an album of much, much grittier tunes and it feels really out of place. The rest of the songs are great though. After that, she released albums in varying shades of dull.

Frank Zappa
The Velvet Underground + Lou Reed if we count VU & Nico as his debut
Gang of Four
Lots of punk bands like Ramones and The Damned, and those new garage rock bands like The Strokes and Arctic Monkeys (in their cases close to the only good things they did)

I think a lot of people would disagree with VU.

Well if I'm gonna be facetious about it, I'd say that they're right because they never topped their experimental single Loop.

If we're talking full length, it really just depends on my mood whether I prefer VU&N or White Light/White Heat. Definitely disagree on Lou Reed though, MMM is tops.
