Also, this is just a wild shot in the dark (and more along the folky lines of the Decembrists) but--like fratellis-- very catchy songs with some unexpected twists by Neutral Milk Hotel perhaps? I started listening to both bands around the same time so perhaps I'm just free associating here :)
