Nah, it's a stone turtle carrying a city frozen in time via reality warping dream shenanigans, courtesy of Urusei Yatsura 2. Learn your retro movies, man.
Edit: Also, I'm pretty sure the turtle had more to do with weird-ass Japanese mythology than Discworld, but that was totally the first thing that came to my mind when it showed up on screen.

The have a new thing out, I think it's call CGI? and what they do is use this CGI to make the turtle, and then you have your turtle in the movie.

I dropped the ball on listening to Krautrock this week. I was going to check out Can and Faust but never got around to it.
