I don't see them as spandex Heavy Metal.
I know some people who wouldn't consider anything before NWOBHM as Metal. Sam Dunn (in his Rockumentary) is careful to call Led Zeppelin, Black Sabbath and Deep Purple Heavy Music, not Heavy Metal. Anyway Stoner Rock draws more from late 60s and early 70s Acid Rock and Hard Rock bands. So a band playing Stoner-Rock-type music before NWOBHM is not Metal but a Stoner band after NWOBHM Is Metal?

That's true as well. I often dispute this too. Kyuss themselves said they were influenced more by the sludge of Flipper and Black Flag than Black Sabbath. And I find most stoner to have at least some punk in it. Sludge is definitely half and half too for the same reasons.
