If you don't like a band to begin with and everyone else seems to, then I guess they're overrated. The Beatles and the Stones get a lot of credit for their historical significance because they accumulated a lot of firsts. An example for me is Sgt. Pepper - considered a masterpiece at the time, it's probably my least favorite Beatles record. To me, it's the first salvo of them starting to come apart. Still, it has a lot of merit musically, as do most of the Beatles and Stones releases. Same with Led Zeppelin. These are all amazing bands that deserve to be legendary, in my oomble opinion.
To me, overrated means devoid of talent and yet still getting gobs of undeserved attention. For me, Greenday is the first band that comes to mind. Empty calorie shyte like that, of which there is a lot these days. If I wanted to be a little controversial, I might say that I'm starting to think Prince is a little overrated, based on the new records. He seems to just put out the exact same record every few years. Not a lot of apparent growth there. He is still good for the occasional single and his music still sounds great in Strip Clubs, but I just don't find that any of his albums really hold up that well, even the early ones, and I listen to a lot of funk/soul/rap. Just me though.
