The Epic Search for Holy Grail of Music Videos

For years my brother and I have been trying to figure out what the name and artist who does this music video is. Neither of us remember a whole lot about it but here are the things that we do remember:
- In the video music is illegal and being passed around like drugs
- At the beginning of the music video someone passes a CD through a gate to someone very secretive like
- George Clinton is in the music video as Dr. Funkenstein but I am not exactly sure if he is credited in the video or even sings, he plays a short bit part as the head of the underground music ring (Yes, I have looked at IMDB.com and looked up all the things he is credited in, it is not there).
- There are officials in the video that want to keep music illegal
- I am pretty sure this was a hip hop video or pop video
- There are scenes where they are manufacturing records/cds underground for distribution
- This video most likely came out between 1996-1998 but could have possibly come out sooner that that
- We viewed the video on either MTV or VH1 when they still aired music videos regularly

The video with Ice Cube or Ice T, whichever one that is where music is illegal is NOT the video.
I have spent years trying to figure this out. I have searched the internet like crazy and have had no luck. I have called radio shows with "music guru" hosts and they had no idea and neither did any of the listeners.
I "Facebooked" Matt Pinfield as he knows everything in the world there is to know about music, but I never received a reply. That was over a year ago.

Please, for the love of all that is good, does anyone else remember this video and have any clue?????????????

I remember looking for it for you a couple of months ago. please dont get mad as i wont contact you, i just got super happy when i found this and I knew you really wanted to see the video. thank you
