Need help for 90s/Lo-fi VHS effects for video clip

Hi everybody !

I'm currently working on a music video project and I would like to make it dirtier, with a Lo-fi/VHS look.
I use After Effects and I tried many presets (Digieffects Damage..) to get the result I want but it didn't work very well so I need your help dear friends !
This Mac Demarco's videoclip is very close to the result I would like to get :

Would you recommend me other video editing software ? I'm on Windows !

Any tip would be grandly appreciated guys !!
