Here's one of the most unexpected cameos/roles in a music video that I can think of. Also one of the oldest and most obscure, hence the link.

The Bangles - Going Down To Liverpool - YouTube

For a string of celebrity cameos, the Bobby Brown "On Our Own" video is really good (as is the song). If you think about it, 'urban' videos rarely have cameos.

That's so far from true it's pretty damn funny actually.

Patrick Swayze was in a Ja Rule video "The Reign"
Eric Roberts - Down Ass Chick by Ja Rule

Jay-Z likes to have celebrity cameos in his music videos so different ones pop up here and there.
Kelly Ripa - Change Clothes
Michael Rappaport - The City Is Mine
Chris Penn - Can I get A..
Danica Patrick and Dale Earnhardt Jr. - Show Me What You Got
Zoe Kravitz - I Know
Harvey Keitel - Death of Autotune
Carmen Electra - Girls Girls Girls
Pamela Anderson - Hey Papi

Diddy's Bad Boys for Life has three cameos in one video.
Ben Stiller, Dave Navarro and Pat O Donnell

Kayne West has a couple of different cameos in different videos the one that's stick out in my mind at the moment was Anna Nicole Smith in Workout plan video.

I'll edit this with the other celebrity names after looking them up this was just from my sketchy memory.

Edit: added specific names

Okay, I was wrong. Still a bunch of those videos I've never heard of, and of course Diddy, Jay-Z, and Kanye can get celebrities to appear. I do like the Pamela Anderson cameo in "Touch the Sky." I just remembered Eric Roberts does more good work in the "Smack That" video by Akon.

For those asking, Terry Hall was from The Specials, Fun Boy Three, and The Colourfield. No Doubt appear in this around, I think 1:30-40 or somewhere like that.

[I cheated a bit, by Googling cameos]

"Giving Up the Gun" by Vampire Weekend, featuring Jake Gyllenhaal and other celebrities I didn't recognize on my own. I like how subtle their inclusion is.

I was thinking how few cameos are by women, so I'll highlight some I like.
Zooey Deschanel in "She's Got Issues" by The Offspring, where she characterizes a damaged girlfriend in a way that is scary, funny, and realistic.
Lysette Anthony (at least famous in England for a while) in the Depeche Mode "I Feel You" video - hot damn.
Anna Kendrick in "Pow Pow" by LCD Soundsystem, masking a forgettable song by her star power and playing a unique character.
