Not sure if this ones been posted here yet. Ray Davies stated that the riff on this is 'inverted' but it's pretty obvious they're the same. Different root notes/keys, but essentially it's the exact same riff. From what I've read, I guess Mick and Co. didn't mind.

It's that one small bit, but it's still a rip off. To be fair, I'm less tolerant of plagiarism when I don't like the music, and All Mod Cons is bland and overrated imo. For instance, I never minded Elastica ripping off Wire because Connection slaps

All Mod Cons, for me, wasn't bland, but not the best.
David Watts and Billy Hunt are catchy.
As for The Jam vs The Kinks ...
Pretty much a lot of what Paul Weller does is a
Mod sensibility, so, yeah! The Kinks!
