I would modify this just a bit to say that prog makes its statement by studying form and structure (which is where the fusion aspect comes in). This requires a lot of planning and forethought. Jam music makes its statement by exploring the musical space until a certain mood or idea is hit upon. In other words, explore every aspect and go in and out of ideas until you find the one you are looking for. What they have in common is they are both looking for new musical experiences, they just get there in different ways.
