Of all time? Probably some garage band nobody has ever heard of. Mainstream? Primus would probably have my vote. I don't listen much "weird" music, but Les is consistantly weirder than anything I listen to at all.

if there were a supergroup comprising Captain Beefheart, Larry "Wild Man" Fischer, Daniel Johnston and Syd Barrett, before some of them died, I suppose that'll qualify

frank zappa would get my vote, mainly because hes as weird as they come and everyone has heard of him yet its suprising how few of those have actually heard his music.

New Rave band called ''Does It Offend You, Yeah?'' plays bit strange music. Put on YouTube ''Monkeys are Coming''.
Die Antwoord is also kinda weird. Try ''Enter the Ninja'' or ''Evil Boy''.

Sleepytime Gorilla Museum is definatley out there from there live performances. And like Duce said Syd Barrett and Beefheart are pretty strange.

I definitely wouldn't consider Does it offend you, Yeah? as anything particularly weird.

Maybe not the "weirdest", but The Monks are a pretty wild band, and Drunken Maria must be one of the strangest recordings in popular music. A lot will probably say Mr. Bungle, but I personally think the answer is closer to maybe Naked City or Painkiller or something.
