Default Music Player Software (Choose Music)

Ok the title isn't as detailed so here goes...

A bar that I frequent locally is looking for new software (Closest I know of is Pandora) where they can stream all their music through the internet. However they also want the ability to choose the best songs themselves as well. They want the latest and greatest songs as well, so something that's re-populated a lot. This can be paid software, that doesn't matter.

I'm just not finding anything, does something like this exist?

What about a Napster type deal. You pay monthly and get access to the sites music library.
