That's a without a doubt yes from me. The no vote is going back to 2, that user registered today voted no and didn't even bother doing anything else.

Just to make things clear, "gangsta" is a very loose genre for me, and isn't intrinsically bad. It simply denotes an anti-establishment mindset, though misogyny, homophobia and racism usually come with it, sadly. Wu-Tang Clan's songs tend to contain elements of the latter, which is why I voted no.
No, Wu-Tang is not gangsta rap, nor have they ever been. Their three collective albums don't express the same mentality as Fuck Tha Police or pretty much anything NWA did. They came during a different era when rap music had to be revitalized and rebooted (since it really was the cheesy stuff that made the top 40). Regardless of the genre, they made some of the greatest solo and group rap albums, and I can't imagine any hip-hop act making the hall of fame if WTC doesn't.

They're not really Hip Hop pioneers...

Not in the textbook sense but they certainly revitalized hip-hop. Enter the Wu-Tang and Illmatic completely brought rap back and stopped the crappy influx of radio-friendly shite.

Purely because of 36 Chambers, such an important album. They can suck my ballz with Wu Tang Forever and The W though, gave up on them after that

Well I wouldn't put them before Run-D.M.C., Public Enemy, Grandmaster Flash and NWA in terms of hall of fame worthiness. I don't think any other rap artists should be considered until those make it in.

Run D.M.C. isn't really the best Hip Hop out there...Same for Grandmaster Flash, but to a lesser degree. They're both horribly dated and I wouldn't vote yes for either of them.

By that I can only assume you mean; horribly dated = old school GOLD. >: [

Not really, I don't take very much 80's Hip Hop seriously, since most of it is singles based and isn't meant to be taken seriously. Grandmaster Flash is an exception, but it doesn't mean he's not dated.
