My guess is Franklin Gothic Black. But if it's that wavy effect you're looking for, that's not a part of the font, but rather an effect that was applied to it.

Aaah.... it was the wavy effect particularly..... I have noted Franklin Gothic Black though

Any ideas on how to do the wavy thing?

I'd suggest just playing around with the filters in Adobe Photoshop if you have access to that program.
