not my favorite rapper but I'd have to say Busta Rhymes.

To do an hour set of HIS 300 word a minute lyrics is amazing. Without stuttering or stumbling or anything? that's the best. Anyone can do slow no problem. but fast? Live?

Not all of his songs are that fast.
He's very nice live, but there are other rappers that can do that, too.
