eminem is not on alot of rappers levels, I'm surprised how many of the best rappers have been barely even mentioned, besides the whole Biggie, Tupac thing. KRS-One, Chuck D, Rakim, Eric B., Rza, Gangstarr, Q-Tip ( While in ATCQ ) , Ice-T...and theres lots more that have been barely mentioned.

Thats because the question is "who's the BEST rapper?" not "who's a damn good rapper?"!!!

Eminem gets an E for effort for me. He figured out that with a little bit of focus and creativity he was able to come up with a creative lyrical style, the likes of which hadn't been heard by most people, but I don't think he's done anything that anyone else couldn't do given the same amount of effort. He has skill I won't deny that, but he's simply a class clown with a microphone. Chuck D and Rakim, as well as some of their contemoraries, adressed serious political and socio-economic issues that were/are plaguing the African American community at large. THey also paved the way for the entire hip-hop movement. Nothing Eminem has to say has any substance or signifigance, and I can think of more than a handfull of rappers, White and black, Chuck D and Rakim included, that are better than him and actually have something signifigant and valuable to say, most of which are relatively unkown because they haven't pimped themselves out to the media the way eminem has. My point being of course the average person doesn't go out of their way to seek out MC's with skill, they just take the random handfull that the Primary media has thrown at them and base there decision on that. Which, its clear, is what a lot of the people who responded to this thread have done.
