No but I think at the least it could be said that they started off a good band and then lost direction, rather than being altogether bad. I mean, how many bad albums did Bowie release after Scary Monsters...

Alright then bad example, but what of the general point. Stream of good albums early on followed by crap for all time to come. Bad band altogether, or good band who should have stopped but didn't.

I think you're just splitting hairs. I define a bad band by bands who make bad records. As I would consider approx 85% of Kiss's output is bad then I think yes it's perfectly acceptable to call them a bad band.
Should they have stopped? well just after they made those 6 albums (From 77 onwards) they had their most mainstream popularity , so someone liked the records they put out after , so why would they stop?

Never Let Me Down
Tonight
Hours

I can forgive the first couple but Hours is a total snoozefest.

I guess I never really thought of it in that way before. Yeah, I suppose if a band has on the whole terrible material then they render themselves a bad band.

In terms of stopping, I meant from a creative standpoint. But then, of course that's being idealistic.

We are talking about Gene Simmons here.

You think when he saw all those dollars rolling in he'd worry about artistic credibility?
