Well that's good at least. Unfortunately everything I'm reading about what.CD makes it sound like to use it I have to download software, give them a fair amount of personal information, spend hours waiting online to interview, provide a lot of documentation about things I've never used, answer a crapload of questions that I don't know the answers to and ultimately spend a lot of time maintaining my account lest I get my account deleted. Is that not actually what it's like?

As far as I know Foobar only works in Windows. The only FLAC converters I've been able to find have major drawbacks, though if you have suggestions for other option I'd love to hear them.

You have to install and setup a torrent client(if you don't already have one), this takes between 5 and 30 minutes based on how thorough you want to be.

The personal info that you give is equivalent to any forum or website.

I'm not sure about interviews, I got an invite.

To maintain your account you can just download the freeleech(costs no ratio) and seed it.

It definitely requires some effort, but I think it's worth it for many many reasons. The community is also really great, with knowledgeable members all around.
