I can see some prog influence in Sgt Pepper, but not enough to consider it a prog album.

The artists that include building prog normally include the Beatles, Beach Boys, Frank Zappa, Pink Floyd and Moody Blues to name just a few. Basically an artist to qualify as building prog, was a normally a psychedelic artist that did some complex albums. I've named just a few of the well known artists here but anybody into 1960s psychedelia could pinpoint dozens of other examples.

actually the earliest prog album could well be Beach Boys' "Little Deuce Coupe" cos it's a concept album about cars and recurring song cycles - driving around is fun and attracts girls if your car is a pen!s-substitute
