The lyrics don't suggest joy but this is my favourite Madness track ever with one of the best toe tapping beats ever.

As for Madness, although I prefer their earlier albums overall, Michael Caine is an excellent happy pop song!

I would say "Martha My Dear" by The Beatles is the greatest happy song ever created. The Decemberists' "Summersong" is a good one too.

I love that one. In fact it's one of the first Beatles songs that made me really get into them. It's where I saw the magic - despite having liked other songs in the past, more passively I guess.
