Bass is easier to play at a beginner's level when you're little more than a low frequency timekeeper, but far harder to master IMO.

It's only too easy to listen to a guitarist shredding and decide that bass is easier. But when you think about it, anyone can sit in a basement honing their guitar skills for five years until they're a walking fret wanker. But tight-knit bassists who can truly groove and write the perfect line for the song come along rarely.
