Billy Joel ≥ Elton John
Billy Joel's material was better in the 70s than the 80s. Bands that ruled the 70s became cheesy or fizzled out in the 80s, or broke up entirely. Bands like Billy Joel, Bruce Springsteen, Rush, The Clash, Gary Numan all capsized somewhere in the 80s. ABBA fell off the map, the Bee Gees and many Disco artists were toss overboard like flotsam and jetsam. New Wave, Post-Punk, & minimal wave, was drowned out by corporate MTV (day-glo) Pop & Hair Metal. Even Hardcore Punk sunk somewhere in the 80s midstream.

Billy Joel, Elton John, & Michael Jackson = boring music I don't ever want to listen to.

I always thought Billy Joel was similar to Phil Collins. They both had some good material but then they also have their share of mediocre material. Not to mention the good material did not make much of an impact. I think they are properly rated.
