I'm pretty sure any band that is even kinda proggy sounding is considered vile crap by hipsters.

Just hyperbole trolling really. I like Sigur Ros and GYBE actually.

But I have heard post rock bands who can certainly fit the description of just playing chords over and over and over and over and calling it experimentation.

Like who?

I definitely think it's safe to say post-rock is sort of the modern equivalent of prog. In fact, before started being commonly referred to as "post-rock" I remember people calling it "progressive".
