I think it's that a significant portion of men are capable of sexual exploitation and sexual violence but being bound by societal mores encourages people to repress that side of themselves, whereas having the freedom, money, and power of a celebrity turns loose those urges on people who have now had their ego and sense of entitlement fed to a level almost nobody ever experiences.

That whole system of groupies (overage/underage) by now feels like a meat grinder that we still want to overlook. It really is a shame but at the same time it feels there's always a new batch of willing victims that consciously/unconsciously keep it going. It seems like something we dont quite want to fix.
