If we are comparing him to the best players of his time, then yeah, he's really not that great. Technical proficiency isn't something that's really valued in contemporary music anymore, so compared to the players of today he's excellent.

I'm not particularly a fan of either Pop or Metal, but I would not go as far to say either lacks in "technical proficiency." Of course a backup musician in Pop music plays it safe, or only play what they have to, but by doing that doesn't mean they are talentless. I am not an expert on Metal, but I don't see a dearth of talent there either. In fact Metal riffs today are faster and more complex than they ever were in Hair Metal.
