I personally think this battle would have been more interesting with the Cactus Album replacing It Takes a Nation of Millions to Hold Us Back. But back to the original point...

It's a close fight between Three Feet High and Rising and It Takes a Nation. For me, It Takes a Nation separates itself with the opening track, 'Countdown to Armageddon'. It sets the stage for that album better than any other opening track in music, in my opinion. Three Feet High has some incredible moments of beauty. But the sonic assault AND attention to detail by Public Enemy and the Bomb Squad makes me give the vote to PE.
