You'll see in my signature two bands that fall into this catagory for me.
First,
Flickerstick, they were the winners of that show VH1 did years ago called "Bands on the Run". But I knew of them before that, they were amazing then and got better over the years, somehow though they never took off to a great degree and earlier this year they played their last show in their hometown of Fort Worth Texas, after 11 years of being together.

Second,
Dredg, they are an amazing band from California that have practically made up their own genre... they just released their 4th album, and while they have a huge and loyal underground following... they are probably a little too out there for mainstream success.

InMe
I've been a massive fan for years and years but still no one seems to ever know what I'm talking about when I bring them up! they have a new album out now so maybe they'll get some more recognition...

In my opinion Drowing Pool isn't anything special, just a generic post-grunge band.

Amon Amarth, when your walking on the street and you see a metal guy....ask him if he's heard them, most likely not. But they are one of the greatest bands I've ever heard

I think the Indigo Girls are incredibly underrated, although they have a dedicated following.

This.

Their cover of Dire Straits "Romeo and Juliet" is the best cover ever.

My god. Indigo Girls are one of the worst bands of all time. They are most definitely overrated.
