cant say what is the best but my favorites are Ted Nugent, Slash, Jimmy Page, Randy Rhoads, and Kenny Wayne Sheperd

I have to mention two canucks Alex Lifeson of Rush always has tasty solos great all round player. Kim Mitchell of Max Webster wins for me as most under-rated player.

If "Best" means technique I think the award must got to Steve Vai.
