I say Chris Oliva of Savatage was. But the best alive is most likely an "old school" guy like Ted Nugent.

Mike Mushok (Staind) has been voted best guitar player of the year twice... and I think he is pretty good..

If your question is who is the best of the two you have picked, I think it's Kerry King..
