Yes, some such songs are album filler, but there are lot of good short ones, too.
Post filler or good one, either is fine, I'm not taking sides in the matter. I avoid controversy, except when it comes to dissing Peppers, Nature's Perfect Food. To me, the only songs that go for a minute or less are TV show theme songs. The following are my favorites.

Steve Wariner is the Who's The Boss? singer, but I have no idea who sings the Growing Pains song in the clip that I have here. I only know that the late great B.J. This song, a solo track by Sue Harshe of the great band Scrawl (are you into them, Buckeye Randy?), really deserves to be longer than its 50 second length. I empathize with Sue's wish for what happens when she leaves this mortal coil:
