Where do the most commercially successful billboard recording artists in the u.s. seek out for their new music to be played assuming theyre coming out with new music each year? Fm radio or Spotify…?

Managers for the big acts have always held a lot of sway over such decisions, even more so in recent years, since a lot of big pop acts (not all) are created and dictated to by management. You can research online who the managers or management companies are and then research their strategies from there. If anyone has a better answer, be my guest.

I agree that there are higher ups pulling the financial strings to promote new releases.

It's a similar situation with movies. There are dozens of movies coming out every week. Not all get shown in every market and many do not receive multi-media promotions. However, that doesn't mean a movie is good or bad. It is simply the result of a financial strategy.
