That's such a dumb argument and a red herring. I think it's just an attempt by social justice warriors to unintentionally imply that white people are inherently morally inferior. Everybody, whether or not they consciously realize it, thinks of racism basically as just not liking other races, so by saying that racism has to be an establishment thing, it subliminally puts into your mind that only white people are capable of hating other races, whereas everyone else are race blind.
