As far his level of depravity goes, then yeah, Fish wins hands down. But Bundy was a far more calculating individual in control of his sanity. From what I know Fish was a borderline retard who wasn't really in touch with reality. I'd be far more terrified to have Bundy after me than Fish. One of the only serial killers I'm aware of to successfully cop an insanity plea. Supposedly he was a model patient at his mental hospital, so it's kind of hard to gauge whether he was an actual sociopath or just an uber-schizophrenic or something.

John Wayne Gacy was a model convict as well - he even made paintings for people and sent them (and letters) all over the world. Shit's fucked up.
