this one could be a bit difficult it's a young pop(somewhat) star dressed up as an old pop(ish?) star (this was the only young pic of him where you couldn't tell who he was right away)

guess both

It's a pre-digital era photo so anytime before 1999 or something. It's probably someone from a new (ish) band i've never heard of.

Well based on the t-shirt I'm guessing he's supposed to be dressed up as Joe Elliott. No idea who he actually is though.

nope, i'll just give away who he's supposed to be Garth Brooks... it's not a very good costume. and the t-shirt has nothing to do with the costume

well he's not all that newish. but he's very famous for his solo work, his bands, and his collabs.

How the hell is that supposed to be Garth Brooks? Why would someone go out of their way to put on a long haired wig for a costume that's supposed to be a person who has short hair?

i don't know it was probably a joke, but the caption for the picture said that's who he was supposed to be, and there was no other picture on the page so...

also location this guy is from a place that is generally cold (still in USA and not from alaska)
