I don't think there's a Vein Limit Consortium or anything... I mean.. how many veins is too many veins? Every schlong worth its weight will have some veins. I don't think I've ever seen a biological organ with "too many veins" on it though. And since you don't get any fat or lack of fat on the penis, I'm really at a loss as to what's "too veiny".
