The Widow is showing Fances' current relationship with Cygnus before they find out they are mother and son (and before he kills her in the title track). She buys drugs from him to drown out her guilt because she abandoned her child, and he sells drugs because he had a 'hard life' so-to-speak.

yeah, they probably is.

I haven't listened to The Mars Volta since forever, but if I recall (and correct me if I'm wrong), its from Frances the Mute? which is a concept album that tells some sort of story that obviously was profound enough to the band for them to write an album about it.

EDIT: dude above me cleared that up a bit better.

I wasn't saying the lyrics didnt have a point, just that by themselves they didn't make any sense. I used to be a big fan, but lately I've been listening to folk a bit more.
