It's from The Superior Foes of Spider-Man. Superhero (a Thor knockoff named Hercules) walks into a bar to see a bunch of super villains sitting around a table with the employees duct taped to chairs. I forget what the green thing is, but it's nothing important anyway. I just like the illusion of height given by the extra space at the bottom.
