It happens when the pic is large and you have to resize it to get it to the max allowed for the avatars.

Well, I've had enough of your 2 feet tall stretched ladies and squeezed kitties! Just do as GD says, use proper stretching and stop worrying about using the entire height. The rating would go up by three points. :p:
