To be honest, I have no idea who it is either. I just found the picture and was hooked.

Naw, the Jesus smoking a joint thing is associated with the band Down. Not sure where it originated from, but it's on the back of at least one of their albums, and I'm pretty sure it's about as old as the band itself.
