It seems Dora's cover has been blown.

YES, she is a drug mule.
YES, her talking backpack is full of drugs
And YES, Dora is just a figure head symbolizing the latin uprising that will come in the future.

She is teaching americans so that when the Latinos take over everybody knows spanish. lol
