Everything to do with the Wagner group is horrifying but I don't understand why he takes at face value the leader's claim that they interfered with two US elections. I didn't watch the video and don't know that Wagner did any such thing, but there's a difference between the Wagner grunts on the ground and the state backed institution(s) that control those grunts. As far as I know the inner workings of Wagner at higher levels are shadowy as **** and there's at least some indication that they work not entirely unlike the CIA in the 50s and 60s using deniable assets in foreign countries to secure resources for the Russian state or at least with state backing. Again I'm not making claims about what they do or don't do, just that they're more than you just portrayed them as.
