Yeah, but that's unfair to the youth. Adults are slovenly doe-faced zombies themselves, they just have **** to lose. If you have kids and a house, you're more on guard about getting ****ed by some new policy. You already feel like you're struggling.
The young don't have the animus of greed.

We have secret shoppers where they attempt to buy alcohol as a minor to bust stores who don't card, right? Idea: since we're unwilling to make the changes to law enforcement to improve their relationship with the community, let's make secret criminals for cops to catch real instances of police brutality. Have the secret criminals act within the law so that we know that there isn't any "context" to justify the state's infringement of the fourth and fifth amendments and the whole department is disbarred (or something equally drastic). Reveal the jig at the end of the full legal process for bonus points. Then, if police expect everyone to be a secret criminal they'll be forced to *checks notes* not subjugate and murder civilians for nonviolent crimes such as evading police.
