IIRC Bernie's plan includes a 4 year plan of gradually extending Medicare coverage. Hence incremental.

Warren isn't even making it clear she is committed to Medicare for all above other plans, which you would know had you watched the video

it's a bad negotiating tactic I think though, you don't start with the soft position, you go in saying "We're getting government healthcare" then come out with the Public Option
