Being a political lizard person isn't just about being super secret about your cold-blooded, amoral plans, it's also about having cold-blooded, amoral plans. Biden only has to be as secretive as he needs to be to maintain his shallow centrism, which isn't that secretive since it's both an accepted political place to be and a place he's been in for decades. He hides in plain sight.

As far as I have ever known "lizards" in political speak is meant to denote someone who is cold-blooded (amoral) and duplicitous, as if they did not have human moral attributes. If someone is being duplicitous for the sake of enacting a moral agenda they truly believe will make the world a better place and they're actually good people then they're not lizards. So being duplicitous is not the sole defining characteristic.
