Take some rags, hand towels, scarfs, whatever is cloth and you can wrap around your neck, and soak them with water. Then stick them in the freezer and let them freeze. Now you've got some frozen scarves that can give you a surprising amount of short term relief.

I use a cooling hat sometimes when it's extremely melty. Dunk/douse them in water, put it on your head and you're instantly 5-10 degrees cooler. Saved me from heat stroke a few times.
