The trolley problem as I know it is a moral dilemma usually posed to utilitarianists (whose -ism is actually relatively clear on what to do, generally kill one to save several). I haven't heard the dictator/cookie version.

there is such thing has a semi good dictator there was alot of them in the southeast asia countries places were the usa capitalism hasent fully tooken over

If you own an actual working mall, you get revenue from businesses to offset costs of cleaning, maintenance, property taxes, security, water, gas, electric, etc., but with that it's just a constant bill to foot. Not to mention any deficiencies in the design of each facet that might need to be revised down the road which falls under a bit of a different type of maintenance as in erosion, foundations, footings, etc., but I'm sure Mr. McClean was on top of all that.
