Of course that brings in the argument of "how do they learn if they aren't employed?"

Internships are great for that.
I don't know what sort of job you have in mind, but a lot of jobs are really easy to do and people who have lots of experience at that job might not do them any better than people who don't know anything about it but who you hire and have them learn the job on the go with some minimal training from employees who are already there.

My wife works sometimes as a business consultant, and a lot of the places she consults for have both (a) positions consisting of tasks that are really easy, and (b) people who don't do the job any better than a random junior high school student would.
