I mean I have the footage of him saying it and signing the policy, but I only have a partial fingerprint on the pen that was used so I guess we can't ever know for sure.

It's funny that you think that "An employee could have been doing this, but we'll never know for sure" is sufficient context to say that a company owner is guilty of the same.

How does one employee commit acts across a large company like that?

it doesn't have to be just one employee, but it could be. One employee could have given the impression that it was to be the company's policy, where the rest of folks believed they were following orders. That also could have occurred via a telephone game screw-up--a verbal comment got distorted as it was passed along.

And again, this is assuming that it even happened.
